지난해 12월 23일 이후 EU 수입통관 분부터 소급 적용
‘원산지 누적 조항’ 적용 … 對베트남 직물 수출 증가 기대
한국産 직물(fabrics)을 사용해 베트남에서 가공한 의류제품(제61·62류)을 EU로 수출하는 경우 베트남産으로 인정받아 EU·베트남 FTA(EVFTA)에 따른 관세인하 혜택을 받을 수 있게 됐다. 베트남에서 생산해 EU로 수출하는 의류에 결합 및 추가 가공된 한국産 직물을 베트남産으로 간주하는 것이다.
산업통상자원부와 관세청은 베트남産 의류를 EU로 수출하는 경우 원칙적으로 베트남産 직물로 만들어야 특혜관세 혜택을 받을 수 있지만, EVFTA에 예외적으로 ‘한국産 직물’에 대해서만 베트남産으로 간주하는 원산지 누적 조항이 반영돼 특혜를 받을 수 있다고 안내했다.
해당 원산지 누적 조항은 지난해 12월 23일(EU 수입통관 기준)부터 소급 적용된다. EVFTA는 지난해 8월 체결됐지만, EU 집행위원회로부터 이러한 내용이 2월 4일 공식 통보됨에 따라 비로소 혜택이 시작된 것이다.
EVFTA는 우리나라가 협정 당사국이 아님에도 한국産 직물에 대한 원산지 누적 규정(조항)을 허용한 최초의 FTA다. 원산지 누적이란 당사국 간 또는 당사국이 아닌 특정 국가에 의해 공급된 재료 등을 최종 생산국의 것으로 간주해 원산지를 판정하도록 하는 원산지 결정기준의 특례를 말한다.
베트남은 의류 생산에 투입되는 직물의 약 80%(2019년 기준)를 수입에 의존하고 있으며, 우리나라는 2위 직물 공급국이다.
관세청은 베트남에 원단 및 의류 소재를 수출하는 우리 기업의 경우 EU와 FTA를 체결하지 않은 중국·대만 등의 기업에 비해 경쟁우위를 확보할 수 있을 것으로 기대했다.
또한 베트남으로 수출하는 직물이 EVFTA 누적을 적용받으려면 한·EU FTA에 따른 원산지 결정기준과 원산지 증명 방식을 따라야 한다고 설명했다.
특히 직물의 가격이 6,000유로를 초과하는 경우에는 원산지인증수출자만이 원산지를 증명할 수 있으므로 직물 수출기업은 인증수출자 자격을 취득해야 한다고 강조했다.
참고로 원산지인증수출자는 관세당국이 원산지 증명 능력을 인증한 수출자에게 원산지증명서 발급 권한을 부여하고, 원산지증명서 발급 신청 및 심사절차 간소화 등의 혜택을 부여하는 제도를 말한다.
